“When I first came to the planning department, I was considering a conventional layout. While I was there city staff members made me aware of the transition zoning that is now available in some parts of the city. I embraced the concept and came back with this proposal.”

These uses are tied together and connected to a central open space reserve through a comprehensive internal pedestrian and vehicular circulation system.”
