“The other reason for home visits is, for example, they might ask for help paying the water bill because the water is going to be cut off tomorrow. Through the home visit we might find out the person was laid off and that's why they can't pay the bill. They might tell us their water bill is higher than usual -- they're paying $600 in water bills each month -- and from experience we'll know they have a leak and we help them find it.”
